Symptom:
UCS Director fails to connect to PowerShell Agent (PSA) running on Windows 2012 R2

The PSA logs show the following:
ERROR cuic.ClientConnection [(null)] - Exception: A call to SSPI failed, see inner exception.
DEBUG cuic.ClientConnection [(null)] - Inner exception: The message received was unexpected or badly formatted

The UCSD logs show:
WARN isAgentReachable(PowershellAgentConnectionTestForm.java:182) - Unable to communicate with remote host x.x.x.x: Server key

Conditions:
This occurs if the PSA server has Windows 2012 R2 "Update 1" (KB2919355) installed. as well as with other versions where cipher suite order has changed..
