Description (partial)

Symptom:
OSPFv3 priority forcibly set and advertise ZERO on sub-if after shut/no shut OSPFv3 process.
As the result, OSPFv3 neighbor relationship gets 2-way state and does not start DBD exchange.

Conditions:
OSPFv3 is configured on interface with priority, network type is broadcast.
