Description (partial)

ILS replicates a deleted catalog.  This catalog's USN will be > 0 and therefore all hubs and spokes will request updates for it, however at each synchronization period the local USN for this catalog will be set to 0 again and the catalog request will start again.

With the fix of CSCuq45226 from UCM Admin side, now when an imported catalog is deleted, the CSV file under /usr/local/cm/ils/import directory will be deleted automatically no matter ILS service is running or not. If the CSV file is gone, then ILS service won't do the import again.
This fix from ILS side is to cover the scenario for upgrade(delete imported catalog and then upgrade from 9.x to 10.x, where the Admin fix doesn't apply).
