Description (partial)

Symptom:
SG routes not getting created in a scaling environment

Conditions:
This issue happens only if are creating around 32k SG routes in one VRF and have SG expiry set to infinity and the interface is moved to another VRF. This causes the old routes in the old VRF to be retained and hence new routes cannot be learnt in the new VRF since we are close to exhausting memory.
