Description (partial)

Symptom:
Link down ticket not appear on IOS-XE and on IOS devices

The VNE ports status is changed but link down ticket not appear.
This issue happen between ASR903 to ASR903, ASR903 to 7600, 7600 to 7600.

This issue was not happened between ASR9K to ASR9K, CPT to ASR9K, CPT to CPT.

Other tickets appear (ex: port down, LDP neighbor down)

The following exception appear in AVM log

Handler.execute - problem in msg handler com.sheer.metrocentral.coretech.common.handler.layer1.NotifyLinkDownMH of dc Base Band: 0.4.7 in 10.56.116.79 when handling a msg 0 of type com.sheer.metrocentral.coretech.common.message.layer1.XNotifyLinkDownMsg
      java.lang.NullPointerException

The issue also happen on 4.0.0.1.5+DP0

Conditions:
1. Model 2 ASR903 and wait for link to be appear
2. Shut down port
