Description (partial)

Symptom:
DCM reports incorrect co-processor load and incorrectly denies splice requests.

Conditions:
DCM reports abnormal co-processor load percentages on the board configuration pages (652% or other very high values). When the check is enabled on DCM to deny splice requests at that moment, no more splices can be done.
