Description (partial)

Symptom:
ARP may fail for HSRP vip after vip is moved to another int.  N7k may fail to send ARP reply on affected interface after the same HSRP vip config is moved to another interface.  This is seen if the initial interface vip config is not first removed in the necessary order.  Below debug ip arp event will show the affected HSRP active VIP not local, even though it is local on the device:
    arp: arp_process_receive_packet_msg: Destination address is not local <vip_ip> on <int>

Conditions:
This can be seen if the initial vip config is left under the interface, and the same VIP is re-used under another interface
