Description (partial)

Symptom:
one 8851 is unregistered after apply config.

Conditions:
steps:
1. upgrade phone from 10-2-2-9 to 10-2-2-11, success.
2. Set MLPP Domain:000000, MLPP Indication: On, MLPP Preemption:Forceful
3. save, Apply config on phone config page.
---Error: phone keep in unregistered, UI display "Phone is registering".
