Description (partial)

Symptom:
FCIP TCP silently discards inbound frames when running ip compression and jumbo frames. These discards lead to TCP retransmissions and FCIP tunnel failures due to retransmit failures. A new counter needs to be added to properly count these so they can be recognized.

Conditions:
Occurs on the GigabitEthernet ports on the following two modules only:
 - 16x1GE, Storage Services Node       DS-X9316-SSNK9
 - 4x1GE IPS, 18x1/2/4Gbps FC Module   DS-X9304-18K9

Occurs when running FCIP with ip compression (any mode) and the MTU configured on the GigabitEthernet ports is greater than 2500.
