Description (partial)

Symptom:
1) Set up one of next CUCM's configuration:
SCCP(CIPC) -> CUCM1 -> SIPTRUNK (PRACK & EO) -> CUCM2 -> SIP(CIPC)
SCCP(CIPC) -> CUCM -> SIP TRUNK(PRACK & EO) -> SIP GW -> PSTN
2) Set port range size on 1 (example 20.000 - 20.0001)
3)
          A) Make one normal call and after this call press redail softkey and make second call

          Expected behavior: remote prticipant answer on call and call is established.

          Actual behavior: remote prticipant answer on call and CIPC crash/hang

          B) Try to make one conference and when third participant answer on a call CIPC crash/hang

Conditions:
1) Set up one of next CUCM's configuration:
SCCP(CIPC) -> CUCM1 -> SIPTRUNK (PRACK & EO) -> CUCM2 -> SIP(CIPC)
SCCP(CIPC) -> CUCM -> SIP TRUNK(PRACK & EO) -> SIP GW -> PSTN
