Description (partial)

Some DNS RRs are not sent in an incremental zone transfer from primary to secondary. The secondary may detect the inconsistency and request a full zone transfer. If the condition happens frequently, this will also lead to frequent zone transfers.

The DNS is processing a DNS packet that removes and re-adds the exact same records.
