Cisco Bug: CSCuq44874 - issue in CTI route point registration

Description (partial)

Symptom:
After basic configuration of IPMA on both pub and sub go to serviceability page of publisher and stop the cisco IPMA service.

After that CTI route point getting de-registered and IPMA basic functionalities are not working(IPMA service  suppose to failover to subscriber).
 if we restart the tomcat service then CTI route point getting registered again .

Conditions:
