Cisco Bug: CSCuq42002 - Prevent duplicate IP address between inb and oob mgmt for apic nodes

Symptom: The system currently allows to reconfigure the same IP or Inband and OOB management addresses of the controller nodes. Doing so will introduce a duplicate IP address and potential routing problems to the customer's network where the two networks are not logically segmented outside the fabric. As a result connectivity to the APIC Controllers for which connectivity has been modified will be unreachable. The system should prevent such change by presenting an error. A check can be made by the system if a RN with the same IP address value already exists under the mgmt tenant. Conditions: Modification of the APIC Controller Node Management Policy where the same IP address is allowed to be configured for both Inband and Outband fabric connectivity.
