Description (partial)

Symptom:
Syslog contains messages as below in an ASR9k Cluster system:
PLATFORM-ETHER_CTRL-3-MGMT_IF_FAIL : Unable find TX port,  port 5, error code 'ETHER_CTRL' detected the 'warning' condition 'Unable to process packet on mgmt lan'

Conditions:
In ASR9k cluster system when "nv edge split-node" config is present under the Management interfaces.
i.e 
interface MgmtEth0/RSP0/CPU0/1
  nv
    edge
      split-node
