Description (partial)

Symptom:
VM still exist even after delete VM workflow successfully completed.

Conditions:
Conditions: When network outage happened and during network outage  period, if in the UCSD, the system task to collect the VC inventory is triggered, then UCSD will update all the information about VMs to be powered off. Once the network is restored, Inventory collection should happen. As Inventory will happen in specified internal intervals only, UCSD won't have updated information about VMs' power status. In such inconsistency state if user performs delete VM or Delete Container operation then we will observe stale entries.
