Description (partial)

Symptom:
When an EC is regionalized to an ECS with SSO on. In order to access the EC the login credentials for the ECS is used and you would not get the EC login prompt.

However when logged into that regionalized EC and logout is selected the ECS login is displayed again. Entering the login credentials for the ECS would log the user into the ECS.

Selecting logout should log the user out of the EC but should have an option to log back in. 

Steps to Reproduce
1) Log into an EC which is regionalized
2) Select Logout of the EC which is regionalized. 

Actual
1) If already logged into ECS with SSO On. You would automatically be entered into the EC without any prompts. If not logged into an ECS then the ECS login prompt displays and entering the ECS credentials gains access to the EC. 
2) Selecting Logout the ECS login screen appears and entering the ECS credentials gain access to the ECS.

Expected
1)If already logged into ECS with SSO On. You would automatically be entered into the EC without any prompts. If not logged into an ECS then the ECS login prompt displays and entering the ECS credentials gains access to the EC. 
2)Selecting Logout the user has a means of logging back into the EC.

Conditions:
When an EC is regionalized to an ECS with SSO on. In order to access the EC the login credentials for the ECS is used and you would not get the EC login prompt.
