Description (partial)

Symptom:
Non-secure voicemail playback is blocked for few seconds if attempted to play after secure voicemail playback which is disabled.

Conditions:
Conditions.
1. On Unity server,  "Allow Access to Secure Message Recordings through CUMI" is NOT checked on API configuration screen (System settings -> Advanced -> API Settings).
2. User logs into visual voicemail and has both secure and non-secure messages in the inbox.
3. User first tries to play a secure message which is disabled and then tries to play a non-secure message.
