Description (partial)

On CRS-X linecard or NCS6K with multiple NPU/Slice, 

- with bfd over bundle configured already on some link members belonging to a NPU/Slice
 
- if new link members are added but belongs to other NPU/Slice of the same linecard

bfd session might not come up on those added link members

Symptom:
On CRS-X linecard :

Conditions:
Adding link member to other new NPU/slice than ones already configured.

In order to see the problem, NPU on both side of the bfd session needs to be affected (IPV4 BOB ENABLE: 0)
