Symptom:
speaker/headset/handset hardkey can't end call

Conditions:
phone load: sip88xx.10-2-2-8dev
phone type: 8861

1 press speaker hardkey to offhook, press speaker hardkey again, the phone still be offhook
the same with headset, handset hardkey.
2 press speaker hardkey to offhook, then dial a DN, press speaker hardkey again, the session can't be ended.
