Description (partial)

Symptom:
Not getting CDRCMRRateExceededEvent after changing the IP of PC box.

Conditions:
Steps:

Actual behavior:
1.	Change the IP of the PC box to some new IP. And restart the services and application.
2.	Verify the IP got changed.
3.	Verify CUCM is added and managed for PC box with new IP. And verify PC is added as a billing server in CUCM
4.	Change the values of cdrcmr_rate_smallova in config file.
5.	Restart the services
6.	Make some calls and verify cdr and cmr get generated for above calls.
7.	Verify Event got generated and alarm has been raised for same. And we are not seeing any alarms and events for CDRCMRRateExceededEvent in Alarms & Events Page.

7.	Verify  CDRCMRRateExceededEvent  should get generated and alarm has been raised for same.
