Description (partial)

Symptom:
router is acting as DNS proxy and customer is trying to block DNS request coming on an interface using split-dns. It is working fine for UDP based DNS requests but it is not working for TCP based DNS queries.

Conditions:
Issue occurs only when dns queries are TCP based.
