Description (partial)

Symptom:
When a user changes his or her name due to some reason or a person leaves company, there is a change of user. The old user can set an alt host to continue recurring scheduled meetings and carry on with the meetings host privileges. However, the alt host cannot download the recordings. Currently, Alternate host will not receive any notification for the meetings, nor will  have access to the recordings.

Conditions:
Old user leaving company and new user given Alternate host right. 
or Old user name changes and new user is being created.
Hence Alternate host rights being provided to the new user.
