Symptom:
Call fails with a glare condition(491 pending) which cannot be handled by CVP as CVP is a proxy during this call phase

Conditions:
CV Comprehensive Call Flows fail with glare conditions during Transfer,Conference,Hold/Retrieve(Call Updates)
