Description (partial)

Symptom:
Phone can't failover to sub server using UDP

Conditions:
phone load: sip88xx.10-2-2-5
1. Have a UCM cluster with 1 Primary, 1 Secondary and 1 SRST
2. Configure the phone security profile to use UDP
3. Register the phone to the primary UCM
4. phone idle or setup a call to another phone
5. Shut down the UCM service on the primary UCM

result: phone can't failover to sub server
