Description (partial)

Symptom:
On the 800 series routers, stateful failover for IPSEC does not work. When a failover is initiated, the tunnels are renegotiated and there is an outage instead of a seamless transfer of traffic from the active to the standby.

Conditions:
Cisco 800 series routers
IPSEC HA is configured
