Description (partial)

The Synchronize Active Directory Users scheduled or on-demand task fails with a Database Exception.  Inspection of the TMSSchedulerService logs find exceptions like
WARN  Tandberg.TMS.Framework.Db.DbHelper - procedure failed: NET_User_UpdateUser, underlying error: Cannot insert duplicate key row in object 'dbo.AclUser' with unique index 'Constraint_UserName_Unique'. The duplicate key value is (username).
The statement has been terminated.

TMS is configured to use active directory lookups
A user that previously used TMS has changed their username in Active Directory and has booked or logged into TMS since changing their username
