Symptom:
sessmgr crash reported 9 occurences of the sessmgr crashes below from 2014-08-01 22:34:59 to 2014-08-02 03:06:16 UTC.  There are two types of crash with same Assertion were reported.

Assertion failure at sess/egtp/egtpc/egtpc_db.c:749
  Function: egtpc_allocate_ueid_rec()

and

Conditions:
Crash seen at customer site with code 16.1.0 (55634)
Session recovery on the MME had recovered a non-emergency call with no validated IMSI.  When this call is added to the GTPv2 stack, it causes an assertion when an S10 or S3 Identification Request is sent or received afterwards.
