Description (partial)

Symptom:
When feature vtp is enabled, changing an L2 interface type to L3 interface throws a onep error.

No vty errors seen when changing an L2 interface switchport mode to fex-fabric without enabling feature-set/feature fex-fabric

Conditions:
There are two issues observed:

onep error: with feature vtp enabled, chaning L2 to L3 interface type

no vty errors reported: when chaning switchport mode to fex-fabric without feature fex-fabric enabled.
