Description (partial)

On a Cisco IOS XR ASR9K router acting a host for a collection of nV Satellite devices, a CFM session created to protect the nV Satellite Fabric Link (SFL) may fail to come up. CFM cannot protect the SFL in this case and may result in a longer duration for the link to be brought down in case of an error.

The issue is only seen if:
 - There are at least two SFLs connected to the same Satellite on the same Line Card.
 - CFM configuration has already been applied to at least one for the SFLs.
 - There is a TCP communication issue between the host ASR9K and the Satellite.
 - During this period, CFM is configured on another SFL
The Satellite MEP will fail to be programmed and so will not appear under show ethernet cfm peer meps
