Description (partial)

Symptom:
This defect was found during DHCP migration. Seems the phone caches DHCP IP address unless the DHCP discover process is triggered by phone reset. As comparison, other network device can adopt the new DHCP IP address after the new DHCP server acknowledge the DHCP lease renew request and use the new DHCP IP for the future renewal.
