Description (partial)

While configuring policing on a 3900 with a Python onePK, the committed & excess burst values which are set in bits, get incorrectly configured on the 3900 with the same value in bytes.

For example, if I try to set cbs to 8000 bits, it should get configured on the 3900 as 1000 bytes. But instead it gets configured as 8000 bytes.
