Symptom:
Report output of percent values should have % signs after the value

Conditions:
Some reports, such as traffic trending report will display % signs after numbers, when needed.  Similar reports, such as Ad Hoc growth reports, will not have % signs for the same values.  See screenshots.  To reproduce: run a simple traffic report and then run the identical ad hoc report using "percent growth" on the same value, such as Demands/Traff.  The bug is in the server, as shown by the following response for trending data:
