Cisco Bug: CSCuq31649 - TMS Contract status for devices not needing a release key is incorrect

Description (partial)

For devices not needing a release key, TCU's and E20 have been observed to show either "No Contract" or "Unknown" as status in TMS navigator > Summary Tab > Service Contract while MCU's and Supervisor blades will not even display the "Service Contract" section on this page.

When printing out a System Overview from (TMS > Systems > System Overview) and selecting (General > Service Contract Status), these devices will show a contract status as ?Unknown?, even if the device is properly covered under a valid contract.

When this is observed, CU will think TMS is not working correctly and may open a case to further address why there is no contract status showing for their devices
