Description (partial)

Symptom:
CUBE is sending mid-call INVITE for HOLD that includes "m=image" for T38 (with the same port as the audio RTP port) and all it's supported T38 parameters for a call that is connected only as a voice call.  Result is the ITSP that the mid-call INVITE is sent to drops the call.

Conditions:
Provider sends in-dialog OPTIONS message immediately after 200 OK to INVITE...CUBE returns 200 OK to OPTIONS and includes supported T38 parameters.  During transfer CUCM sends ECS on H323 leg to CUBE to put the call on hold and tear down existing logical channels, to which CUBE forwards a mid-call INVITE.
