Description (partial)

Symptom:
While applying a MAC ACL to an interface on N7K via a Python onePK app, attempting to apply the ACL in the egress direction does "not" fail. 

MAC ACLs apply to ingress traffic only. And they appear in the running config with no direction specified. 

When the direction is set to ONEP_DIRECTION_OUT while applying a MAC ACL to an interface, it should return an error letting the user know that this is not a valid operation. 

Currently no exception is thrown, and the MAC ACL gets configured on the L2 interface.
