Description (partial)

Symptom:
The problem is encountered when the MLPPPoEoA MUX encapsulation sessions are brought up with the script. The sessions do not come up and Inavlid layer 2 header drops are seen on the UUT.
It is a timing issue when the MUX is unable to apply the corresponding encap type on the ATM sub-interface.

Conditions:
The problem is seen with PPPoEoA MUX only and with automated test case. The encapsulation works as expected when the configuration is done manually.
