Description (partial)

Symptom:
CIPC does not fail over to backup node over SIP.

Conditions:
The CIPC in secure SIP in unable to fail over to subscriber. 

When CIPC is registered to the Primary node over SIP and encrypted enabled then everything works fine.

The moment the Primary node goes down then the CIPC will go in to a registration loop with the secondary node and does not gets registers successfully.

Once the Primary node comes back then the CIPC is getting registered successfully to the primary node.

If we configure the CIPC to register to second node as a primary CUCM, it is getting registered successfully.

If we use SCCP this works fine.
