Description (partial)
Symptom: The current TMSPE installation documentation states that Windows Updates needs to be enabled. I believe that this state should be expanded to include that the Windows 2008 R2 server *must* be up to date on service packs and security patches put out by Microsoft. I have confirmed that the User Portal provided through TMSPE will not function if the Windows 2008 R2 server does not have a minimum patch level of Service Pack 1. A non-descript error is shown, and nothing has been found in any logs. Conditions: Host OS is Windows 2008 R2 with a patch level lower then Service Pack 1
