Description (partial)

This problem occurs in 1.2 release where TSP audio information is configured. Dialout is sent to toll-free number if configured instead of Toll-number in TSP account information in Webex.

When TSP account information doesn't have any toll-free number configured then no dialout is sent to TSP site for audio call. Even if Toll-number is configured, that number is not used.
