Description (partial)

Symptom:After setting the "ISIS overloaded bit" on a transit LSR of an LSP, the LSP is torn/resetup on alternate path instead of performing make-before-break.

Conditions:Tunnel is using a path-option with the loose path ERO hop. The first loose ERO belongs to the node where ISIS overload bit is set.
