Description (partial)

If we have multiple VLR associations configured inside SGs service, and when we try to delete then in order, only the first vlr association gets deleted. Second association doesn't get deleted.

Symptom:
Below error message is thrown:
[ingress]asr5000(config-sgs-service)# no vlr vlr1 ipv4-address 192.80.80.44 port 29118
Failure: VLR is in use in area foobar.  
[ingress]asr5000(config-sgs-service)# end

Conditions:
Issue is seen when VLR is deleted in a specific order.
Step -1 Configure vlr as below

sgs-service foobar
vlr vlr2 ipv4-address 192.80.80.43 port 29118
vlr vlr2 ipv4-address 192.80.80.44 port 29118

Step -2 Delete in the order given below. This deletes only the first vlr association, second association doesn't get deleted.
