Description (partial)

Problem Description:
When ASR1K is used as Hub device in EVC-HVPLS SR, it is deployed with two neighbor commands ( hub ip address ) with one of them without spoke vcid

Problem Detail:
Steps To Re-create:
1) Create EVC-HVPLS policy
2) Use topology ASR1K as Hub and 7600 as Spoke device and deploy EVC-VPLS SR
3) Check the configlets generated for ASR1K

Issue noticed only when ASR1K device is used. Also seen for asr903 as HUB for HVPLS- MSPW SR with asr9k as SPOKE.
