Description (partial)

Problem Description:
When attempting to create EVC-HVPLS SR using ASR1K as Spoke device in flex/non-flex mode, the spoke VCid is not pushed to ASR1K device, instead VPLS VPN Id is pushed.

Problem Detail:
Steps To Re-create:
1) Create EVC-HVPLS policy
2) Use topology 7600 as Hub, ASR9K as Backup Hub, ASR1K as Spoke device and deploy EVC-HVPLS in flex/non-flex mode.
3) Ensure to provide Spoke VC id value ( this attribute was introduced as a fix for defect CSCuo11340 )
4) In ASR1K configuration spoke vcid should be pushed for xconnect and backup peer command, but instead VPLS VPN Id is pushed.

This issue is noticed only when ASR1K device is used.
