Cisco Bug: CSCuq27775 - No ringback tone heard when Jabber calls unity connection and call back

Description (partial)

Problem description : When they call Unity connection and press 5 to call-back the caller they receive ringback on Android (9.1, Not FCS base) but for IOS and Desktop they don't. According to the trace, Jabber iPhone has no reason to still use G7221 after receiving an UPDATE message from CUCM with G711a. Jabber log file has been attached.

Step to Reproduce:
1. make a call to Unity connection
2. press 5 to call back 

Expect Result:
1, Jabber should hear ringback tone as callee is ringing. 

Actual Result:
1, no ringback tone can be heard.
