Description (partial)

Symptom:
When a router connected to N7k is reloaded, N7k prints the message %SYSMGR-2-SERVICE_CRASHED: Service "netstack" and netstack crashes causing service disruption.

Conditions:
Directly connected router which is sending routing updates to Nx7K MUST be reloaded and a netstack crash is seen soon after the reload of peer router.
