Description (partial)
Symptom: ASR1001x, ASR1002x, or ASR1000 with an ESP100 or ESP200 would crash with this fair-queue plus byte-based or time-based queue-limit in the same QoS class. Conditions: When we have byte based or time-based queue-limit config and fair-queue feature configured together in the same traffic class, and using ASR1001x, ASR1002x, or ASR1000 with an ESP100 or ESP200 hardware, the ESP would crash when a packet is sent thru this traffic class.
