Description (partial) 

Symptom:
DLSw peer to Tandem ICE fails to connect.

The following syslog messages are seen:

Conditions:
Occurs on a Cisco 1921 router running  version 15.2(4)M6 when the remote DLSw peer has a higher IP address than the local DLSw peer and the remote DLSw peer sends a TCP FIN instead of a TCP RST to bring down the redundant TCP connection.
