Description (partial)

Symptom:
Input drops seen when using 40x10ge and 4x100Ge cards.

Conditions:
- Use of Topaz cards (40x10ge and 4x100Ge). Bundled or non-bundled interfaces.
- ACL applied.  This ACL has a 2 lines to permit ICMP echo and echo-reply. On a later line it has a deny statement for a network address.

The use of the above ACL is observed to work correctly with other cards, for example Taiko (140G).
