Description (partial)

Symptom:
1. Change the role priority to the lower value on the secondary switch.
2. shutdown the peerlink interfaces(7/45-48)
3. There is traffic dip of 6-8 secs.
4.After few seconds - UNSHUT the peerlink interfaces(7/45-48).
5 100% packet loss for more than 4 minutes.
6. VPC legs on both pri and secondary are DOWN

Conditions:
Peer-link flaps and role priority changed on secondary switch.
