Cisco Bug: CSCuq23802 - CSS of CFA in BAT is not reflected in some scenario

Description (partial)

Symptom:
After applying BAT, some CSS of CFA are not reflected by BAT and turns into the blank 
Issued in  CUCM : 9.1(2)12036-1,  CUCM : 9.1(2)12038-1

Conditions:
To add phone using a BAT in Bulk Administration>Phones>Insert phones,
check option "Insert Phones All Details",
DN of Line 6 for CP-7965 and CP-7962,CSS of CFA is not reflected and goes to None(blank). After some trials, it is found that the BAT is not applied properly if DN is not set in series.

If Line 3 is not set with DN,Line 4 is not getting configured with BAT. If Line 5 is not set with DN, Line 6 is not getting configured with BAT.
